The US and Russia are the two largest exporters of weapons. American manufacturers represent 30% of the global trade while Russian exports represent 26% of the worlds supply. While Americans export more in total numbers, it represents a smaller percentage of total GDP than that of Russia’s at 0.17% compared to 0.49%. Germany and Israel represent the two economies that have the largest percentage of their GDP in the arms trade. Israel’s exports are 1% of their GDP while German exports only represent 0.88% of their total GDP.
I believe the Americans are the largest in terms of total numbers, and if we include the domestic market there is no competition.

It's the United States with a defense budget of $664,000,000,000 ($664 billion dollars) and $10,000,000,000 ($10 billion dollars) worth of weapons exports. Russia comes in second, with a defense budget of $70,000,000,000 ($70 billion U.S. dollars) and $6.4,000,000,000 ($6.4 billion U.S. dollars) worth of weapons exports. (China may have a higher defense budget than Russia at $147,000,000,000 U.S dollars, but she only exports roughly $2.1,000,000,000 ($2.1 billion U.S. dollars) worth of weapons, so you decide who's second :)
