People generally stare at a person they like or find fascinating, or different. There really isn’t any other reason, if people really hate you or disgusted with someone they’ll tend to look away or give mean or disgusted looks at the individual.
It could also mean she is uncertain about you, and she is staring at you to get a better feel or read on you.
I would try to study when she is staring at you, is she doing it while you’re sitting quieting , or are you laughing and making yourself seen in a public way?
I would ask people who know her, about her and or try to talk to her to gauge what her feelings about you are: I knew a girl back in high school who would always gaze at me and look away terrified if i noticed her watching me. She would look mortified if I caught her gaze. To this day i have no clue if she liked me, or found me weird, because i never really ever engaged with her in a conversation.
